This object can manage elements in a two dimension space.
It can create a two dimension space with cells of a given size.
The object can add (and remove) elements to it with given positions and dimensions.
It can also retrieve a list of elements that occupy at least partially cells of an area in a given position and dimension to determine if there are any elements that may collide with others if they try to occupy the same space.
